The Daily Telegraph reports that Brook, Jacob Bethell and Josh Tonge could be the subject of an investigation by the cricket regulator in relation to the incident in Wellington, which occurred the night before a one-day international match which England lost.
The incident, which occurred in November, did not come to light in the media until January, and came on the heels of the mid-Ashes break in Noosa which also sparked criticism over heavy drinking by players.
“Cricket lasts 12 months a year and you should be able to enjoy yourself. I don’t think the boys went too far at all,” McCullum said of the Noosa trip.
“A lot of the backlog has been completely out of line. Noosa is a place where people go and retire, and there’s a reason we chose Noosa.”

McCollum’s leadership style attracted criticism from outsiders, with some feeling that players were given too much freedom on and off the field.
However, McCollum expressed anger at such sentiments and believes his message has been misinterpreted by those outside the dressing room.
“Guys, I guess [journalists] “I have to help myself a little bit better to be honest,” he said.
“If you go back to the day I started, the first thing I said to those boys was don’t do anything that gets you on the front page of the newspaper and nothing good happens after midnight, but we’re going to have a good time.
“[I said] We will grow, we will enjoy ourselves, cricket is a tough game, it has its mental challenges, which we have seen with many people who have played cricket in the past, but we will try to play a style of cricket that allows us to succeed.
“I’m not against making sure these boys are controlled in some way. It is [about] Take care of them to make sure they don’t make mistakes. The curfew is a different interpretation of the words I made three and a half years ago.”
McCullum said he believes there is a “misconception” that he runs a “loose ship” and wants everyone to go out drinking, and that he doesn’t care about cricket.
“It couldn’t be further from the truth,” he added.
“I’m very determined, I’m very competitive and I want the best for these guys, and I want the best for English cricket.”
England begins its World Cup campaign against Nepal on Sunday, February 8 (09:30 GMT).
Brook will lead the team in India and Sri Lanka, and McCullum says he has been impressed with the Yorkshireman’s leadership so far.
He added: “I think Harry Brook is an outstanding leader on the field.” “His tactical acumen is as good as I’ve seen in a short period of time from a young man.
“He has work to do off the pitch without a doubt, as do some of the other young players we have in our squad – that’s what happens when you come in at 20 and grow up on the world stage with the limelight, the fame, the fortune and the pressures that come with it.
“He’s a strong leader, he’s young but he’s got a very good head on his shoulders. People will say he’s not that smart, and I couldn’t disagree with that more. He uses his intelligence lightly and is a very strong leader.”
