In October last year, Peter Valandys, chairman of the Australian Rugby League Commission, told BBC Sport that the Premier League was heading towards a “train crash” if it did not find ways to increase its revenues.
He also claimed they had missed a major marketing opportunity by not including the London Broncos in next season’s competition, and questioned how an expanded 14-team structure would be supported in the long term.
The Premier League returns as a 14-team, 12-team division this season, with the new season starting on Thursday 12 February.
The review said there should be a “long-term plan” to increase the number of clubs in League One.
“This should only happen where the sport can sustain this growth financially and operationally – including player supply – and where it does not negatively impact the clubs’ current financial distribution,” they said.
There was also a recommendation to move matches to neutral venues around the country and the world.
Last season, Wigan and Warrington played each other in Las Vegas, and this year will see Treble-winning Hull KR take on Leeds Rhinos at Allegiant Stadium, home of the AFL’s Las Vegas Raiders.
