The platform was designed to meet the demand of millions of visitors expected to arrive during the 2026 FIFA World Cup. However, the authorities confirm that the tool will remain active after the end of the sporting event, with the aim of enhancing economic activities and facilitating access to public services in the capital.

At a press conference, Clara Brugada, President of the Government of Mexico City, stated that Xoli “will be the technological tool that will allow us to connect culture, tourism, entertainment and leisure with the population.”

The tool was developed entirely by the Metropolitan Government, as a result of collaboration between the Digital Agency for Public Innovation and the local Ministries of Tourism and Culture.

The chatbot is already available on mobile devices and will operate continuously, seven days a week, 24 hours a day. To use it, simply open the WhatsApp app, and start a conversation with the number 5565659395And send the word “Hello”.

Xoli (pronounced sho-lee) will immediately ask you if you want to continue in English or Spanish. After choosing the preferred language, users will be able to access a menu with different categories of information, including culture, tourism, gastronomy, transportation, or just ask a question about anything in the city.

In the context of the 2026 FIFA World Cup, there will be a specific section containing information about the competition, including special events, match details, broadcast of matches in public venues and ticket purchasing options.

The metropolitan government stressed that this technology contributes to strengthening the city as a “more innovative and accessible city”, by accelerating access to official information, providing timely responses and enhancing tourism promotion strategies.

Alejandra Frosto, head of Mexico City’s Ministry of Tourism, noted that nearly 3,000 tourism, entertainment and cultural activities are carried out daily in the capital. In high-demand seasons, this number can rise to 5,000 events per day. “Translating this data into reliable and accessible information takes a lot of effort, but it is now possible thanks to this chatbot,” he says.

The launch of Xoli adds to the technological efforts led by the Federal Government to transform the upcoming World Cup into an engine for the development of trade, sports, tourism and culture across the country.

Late last year, Mexican President Claudia Sheinbaum presented Mexico’s 2026 World Cup Social Plan, which calls for more than 177 ceremonies and 5,000 activities related to the tournament, as well as 74 soccer tournaments and cups targeting students, workers and the general public. The program also includes about 1,500 measures within the “Live Healthy” initiative, which aims to promote healthy lifestyles, in addition to the rehabilitation of 4,200 playgrounds and public sports spaces.

Among the measures announced is the creation of the Conoce México app jointly developed by the Agency for Digital Transformation and Telecommunications (ATDT) and the Ministry of Tourism. This application will allow fans, both national and foreign, to obtain up-to-date information about matches, venues, routes, services and cultural activities.
