The Independent Regulatory Commission stated in its written reasons that “this was a serious incident” involving a number of Chelsea players.

She added: “It was not accepted that Mr Cucurella was completely faultless. He was aware of his actions after he received a corner kick and returned to his feet.”

“He sought to provoke a reaction on the part of Mr. Traoré. This does not justify Mr. Traoré’s disproportionate response that resulted in the mass confrontation.

“Furthermore, the Commission noted that three Chelsea players were in some way seeking to incite the fans during and at the end of the incident.

He added: “There is no justification for this behavior, regardless of what happened during the match or during the group confrontation itself. It is acceptable that the club admitted the accusation and regretted it.”

The committee said that both clubs “contributed to the incident” and that “Traoré’s disproportionate reaction to Mr Cucurella’s movement as he returned to his feet was the catalyst for what happened.”

The statement also said: “It is accepted that there was no violent behavior from any other West Ham United player other than that of Mr Todibo.

“However, a significant number of West Ham United players behaved in an inappropriate and provocative manner and contributed to what was a serious and ugly incident.”
