Chelsea They were fined £10m and given a suspended transfer ban after admitting making £47m in secret payments to unregistered agents and third parties during transfers between 2011 and 2018.
The £10 million fine is the largest ever imposed by the English Premier League, exceeding the £5.5 million fine imposed on West Ham United in 2007 for signing Javier Mascherano and Carlos Tevez.
Chelsea also received an immediate nine-month academy transfer ban and a £750,000 fine for registering academy players between 2019 and 2022.
The Premier League report mentioned a number of transfers related to unrecorded payments, including those of Eden Hazard, Samuel Eto’o, Willian, Ramires, David Luiz, Andre Schuerrle and Nemanja Matic.
There is no indication of any violations committed by these players.
The club accepted the historical accusations that occurred under Roman Abramovich’s ownership.
The Premier League said that “undisclosed payments by third parties linked to the club were made to players, unregistered agents and other third parties” on behalf of Chelsea.
The Premier League added that the £10m fine would have been £20m, but was reduced by 50% due to Chelsea’s proactive self-reporting and co-operation with the process.
Chelsea themselves reported the potential breaches after the Todd Buhle consortium took over the club in 2022.
The club said: “Since the beginning of this process, the club has taken these matters with the utmost seriousness and provided the full cooperation of all relevant regulatory bodies.”
The Premier League said Chelsea would not have breached its profitability and sustainability rules during the applicable seasons, even if the payments had been recorded, and therefore did not consider a points deduction to be an appropriate sanction.
In 2023, the Blues were fined £8.6m by UEFA for “providing incomplete financial information” for the period between 2012 and 2019.
A separate disciplinary process is now underway at the FA to investigate the “use and payment of funds to unregistered agents.”
Chelsea won two Premier League titles, two FA Cup titles, one Champions League title, one Europa League title, and one League Cup title between 2011-2018.
They employed six different permanent managers during the seven-year period, although there is no suggestion that any head coach was part of the offense.
