One Minute has been proposed as a halfway house, but BBC Sport understands concerns remain about negative impacts.
Manchester United was angry last season when Matthijs de Ligt was forced to leave the field with a cut, and Brentford scored from a corner kick while he was outside the field.
The fear is that a one-minute absence would increase the likelihood of a team conceding a goal when there are fewer than 10 players.
Thirty seconds is already causing frustration among fans – and the unintended consequences of goals conceded could add further pressure on officials.
There is an acceptance that players use supposed injuries as a way to break up play, but there is a feeling that extending the time limit could unduly penalize injured players.
There are some exceptions.
If an opponent receives a yellow or red card, the injured player does not need to remain off the field. Goalkeepers are also exempt, while the penalty taker can stay on.
However, the FIFA Council is not expected to issue any decision to address the tactical timeout. This occurs when the goalkeeper drops the ball so that the coach can get new instructions to the team.
The European Council’s advisory committees have discussed this issue in some detail, but so far no agreement has been reached on a solution.
Following the success of the two-second rule for goalkeepers handling the ball, new countdown procedures are set to be approved.
A similar process will be added to goal kicks and throw-ins, with possession changing to the opponent if it takes too long.
A 10-second limit will also apply to substituted players – if they do not leave the field, the substitute will not be allowed to enter.
A team must play with 10 players until the next stop, which must be at least 60 seconds later.
The International Federation of Association Football Associations (IFAB) is expected to approve VAR reviews of incorrectly awarded second yellow cards, as well as corner kicks as an entry into the competition.
It’s also possible the Canadian Premier League could be given permission to begin Arsene Wenger’s daylight offside experiments.
