Englishman Penge hit five birdies in the last seven holes to post an eight-under-par 64 and move to 12-under par overall after two rounds in Los Angeles.
Friday’s 27-hole day was even more remarkable, as he had to complete all nine holes of a weather-delayed first round before moving on to his second round.
Northern Ireland’s McIlroy carded 65 under par to move to 11 under par and after struggling to a 14th-place finish at Pebble Beach last week, he said the course at Riviera Country Club was more forgiving.
“There’s no quiet, accessible surroundings around this golf course, so that helps,” world number two McIlroy said.
“I still hit some free throws, but setting the lane in a way where you can get away with it a little bit more.
“But I hit it well, controlled my distance well for the most part, and drilled some nice putts from the inside eight feet when I needed to.”
