While Pot 4 features teams who failed to reach the top two of their World Cup groups, there are countries within it that will have a higher world ranking than some of the countries in Pot 3.
The other argument is that teams in Pot 3 have had better form lately, so they should be viewed as stronger contenders.
The most important thing is to be in Pot 1 or 2, and ensure access to the semi-finals on our home soil.
