While the countdown is still an area of debate at the moment, FAP-TAP have backed a change to the VAR protocol which would allow for a postponement when the second yellow card is false.
It will not be possible to review potential second yellow cards due to the large number of incidents and potential delays.
Over the past two Premier League seasons, the Major Match Incidents (KMI) Commission has ruled that 17 players were incorrectly sent off for two yellow cards.
The proposal will now be submitted to the IFAB’s annual business meeting on 20 January for further discussion, before potentially being ratified at the annual general meeting in Cardiff on 28 February.
The change will take effect next season.
The International Football Association Board was considering a number of changes to the VAR protocol after fully evaluating it for the first time since it was added to the Laws of the Game in 2018.
However, in July, FA chief executive Mark Bullingham – which has a seat on the IFAB Council alongside the three other British associations and FIFA – told BBC Sport that there was “no need” to expand the use of the VAR system.
FAP-TAP also discussed the ongoing low-level trial of changing the offside rule, which would make a player available if any part of their body is level with the second-last defensive player.
Much of the debate has centered around the goals of the law change, and whether this was driven by controversial marginal offside decisions in VAR competitions or to enhance attacking play.
Backed by Arsene Wenger, FIFA’s head of global football, the idea was first mooted in 2020, but concerns about its tactical impact on the game meant it never reached full trial stage.
The FAP-TAP, which meets every October to discuss potential legal changes, includes referees, coaches and former high-profile players such as Wenger, Luis Figo and Pierluigi Collina.
