Guehi, 25, has already agreed personal terms with the Blues.
City began talks with Guehi this month after defenders Yusko Gvardiol and Ruben Dias were injured.
The Palace captain, who has been linked with some of Europe’s top clubs, was out of contract this summer and was on the verge of moving to Liverpool last summer.
Guehi led the south London club to the first major title in its history, beating City in the FA Cup final at Wembley Stadium.
The Chelsea academy product has made 188 appearances for Palace since joining from Swansea in 2020, with 33 appearances this season as his side begin their first European Conference League campaign.
The transfer is believed to have been the catalyst for Palace boss Oliver Glasner’s announcement on Friday that he will leave the club at the end of the season.
City have already signed Antoine Semenyu from Bournemouth for £62.5m this month.
