Manager Sean Dyche is searching for a new striker, with no time frame for the return of last season’s 20-goal top scorer, Chris Wood, who is sidelined after knee surgery in December.
Luca scored one goal in 16 Serie A appearances for Antonio Conte’s side – although he only made four appearances – and also scored once in the Coppa Italia.
He scored 14 goals for Udinese last season, but struggled to play under Conte after joining the defending champions.
Forest are also interested in Luka’s Napoli team-mate Matias Oliveira as they evaluate their options at left-back.
Wolves striker Jurgen Strand-Larsen has also been considered by Forest this month, with the Norway international available for £40m.
Forest ranks 17th in the English Premier League, five points behind the bottom three, and will face Braga in Portugal in the Europa League on Thursday.
