In response to rising concerns About children’s safety on the Internet, OpenAI has unveiled a blueprint to boost child protection efforts in the United States amid the AI boom. the Child safety chartreleased Tuesday, is designed to help detect faster, better report, and more efficiently investigate cases of child exploitation by artificial intelligence.
The overall goal of the Child Safety Plan is to address the alarming rise in child sexual exploitation associated with advances in artificial intelligence. According to the Internet Watch Foundation (IWF), more than 8,000 reports of AI-generated child sexual abuse content were detected in the first half of 2025, an increase of 14% from the previous year. This includes criminals using AI tools to create explicit fake images of children for the purpose of financial extortion and to create convincing grooming messages.
The OpenAI scheme also comes amid increasing scrutiny from policymakers, educators and child safety advocates, especially in light of troubling incidents in which young people have died by suicide after allegedly engaging with AI-powered chatbots.
Last November, the Social Media Victims Law Center and the Tech Justice Project filed seven lawsuits in California state courts, alleging that OpenAI released GPT-4o before it was ready. The lawsuits allege that the psychologically manipulative nature of the product contributed to wrongful deaths by suicide and assisted suicide. They cite four individuals who died by suicide and three others who suffered severe, life-threatening delusions after prolonged interactions with a chatbot.
This chart was developed in collaboration with the National Center for Missing and Exploited Children (NCMEC) and the Attorney General’s Alliance, as well as comments from North Carolina Attorney General Jeff Jackson and Utah Attorney General Derrick Brown.
The company says the scheme focuses on three aspects: updating legislation to include AI abuse material, improving reporting mechanisms for law enforcement, and integrating safeguards directly into AI systems. In doing so, OpenAI aims to not only detect potential threats early, but also ensure that actionable information reaches investigators immediately.
OpenAI’s new child safety blueprint builds on previous initiatives, including updated guidelines for interactions with users under 18, which prohibit creating inappropriate content, or encouraging self-harm, and avoidance advice that would help young people hide unsafe behavior from caregivers. The company recently released a safety chart for teens in India.
