Warburton won two Six Nations titles, including a Grand Slam, with a Wales side built on the solid defensive foundation provided by Shaun Edwards, who now takes on that role for France.
The former Wales captain said Tandy needs help in defence.
“Steve has admitted he may have spread himself too thin,” Warburton told BBC Sport.
“He was doing defense with Dan Lydiate but then you try to do defense with all the other things that come with being a head coach.
“Dan has fine defensive skills [such as] Processing technique and competition on the ground.
“Wales do not have a full-time defense coach [and] It’s not just about being a coach during the campaign. When the players play for their clubs, you’re there full-time, watching the regions matches, or the Welsh eligible players playing in England, and you can still carry on the dialogue and send clips.
“He needs to bring in a defense coach [but] They can’t seem to get people out of their contracts because it’s hard to bring people in mid-season.
“For someone to come in as a full-time defense coach, they have to be tried and tested at that level.”
