Six Nations referees have pledged to bring “greater consistency” around foul management at this year’s tournament after a series of controversial incidents in the autumn.
November’s international matches have faced different interpretations of what constitutes a red card, yellow card and 20-minute red card.
Among numerous incidents, South Africa’s Franco Mostert was shown a permanent red card for a dangerous challenge against France, a ruling which was overturned, while Ireland’s Tadhg Byrne had a 20-minute red card overturned.
On the eve of this year’s Six Nations, World Rugby made it clear that full red cards would be booked for “acts of bullying”, with a 20-minute red card awarded for “technical offences” for example in a tackle.
The game’s governing body admitted there were “inconsistencies in application” during the November period and has worked with referees since then to improve the handling of foul play.
20-minute red cards were introduced as a way to punish players without unduly affecting the outcome and spectacle of the match.
A player who receives a red card for 20 minutes cannot return to the field of play, but can be replaced by another player after 20 minutes.
The on-field referee will initially give a yellow card, with the foul play review officer or ‘bunker official’ making the call on whether it should be promoted.
Head contact during a tackle and serious challenges in the air are offenses that meet the threshold for a 20-minute red card.
Referee Angus Gardner explained: “The 20-minute red card is awarded when a player makes a mistake in a tackle, or a straight tackle, and this is the type of situation in a match.”
“The foul review officer is the person who makes the decision whether to increase the duration of the yellow card to 20 minutes.”
Gardner also explained that although permanent red cards can still be given for foul play, they can only be given by the on-field referee and cannot be given by a dugout official.
A permanent red card will be given for offenses such as kicking, hitting, punching, making eye contact or intentionally targeting the lower extremities in the corner.
