Carter, the Dragons’ captain, is set to replace Adam Bird, who made a blunder in the 54-12 defeat to France.

Carter, who came off the bench against England and France, has 16 caps but has never started a Six Nations match.

Scarlets back-rower Plumtree could come at the expense of Ollie Cracknell, with in-form Aaron Wainwright likely to return to his preferred position of number eight.

Wales have lost 23 of their previous 25 international matches and have suffered 13 consecutive defeats in the Six Nations. The previous home win in the tournament in Cardiff was against Scotland in February 2022.

Scotland, who will also name the team on Thursday, arrive in Cardiff after beating England 31-20 in Edinburgh.
