Jorath led Wales to victory in the 1994 World Cup in the USA, but his team lost 2-1 at home to Romania in Cardiff, which was ultimately his last match for the team.
Barry Horne was Wales’ captain that night having been appointed captain by Jorath and also playing under him at Huddersfield Town.
“He represented his country with great pride and distinction,” former midfielder Horne told BBC Radio Wales.
He added: “Terry has succeeded in taking Wales from a period of uncompetitiveness to the brink of what I believe would have been a glorious era for Welsh football.
“We had great players, balance and team spirit and Terry should take a lot of credit for that.
“He was a leader and had a great relationship with the players and I can’t tell you how much I owe him.
“He was a proud Welshman and served his country through his football with utter brilliance.
