Bowen, the son of former Scarlets fly-half Gareth, was with Bristol Bears while studying at Clifton College and has signed for Cardiff in 2024, making his debut against the Panthers in December that year.
The 5 ft 7 in (1.73 m) winger had been mentioned as a potential player for Steve Tandy’s Wales first team in the autumn but was left to develop in club rugby and with the under-20s.
Bowen started all five matches in his most recent Under-20 Six Nations campaign, scoring twice in Ireland, and is set to feature in the World Rugby Junior Championship in Georgia this summer.
“He is an exciting young player who is a big part of our future,” Cardiff coach Cornel van Zyl said.
“Obviously the point of difference for him is his finishing ability, he has the ability to finish chances that not a lot of other players can.
“He’s also a great guy, keen to learn and improve. The main thing for Tom now, is to continue to develop his all-round game as a winger on the back of some impressive games for us and a really good Six Nations tournament.”
