The 43-year-old German has been out of work since 2024, when he left the Bundesliga club for the second time following their Champions League final defeat to Real Madrid at Wembley Stadium.
Marco Rose, who replaced Terzic as Dortmund manager after his first term in 2021, is another candidate under consideration.
The 49-year-old was sacked by German club RB Leipzig in March 2025, with the team finishing sixth in the Bundesliga table.
Former Ajax boss John Heitinga, who joined Tottenham as assistant coach under Frank in January, was one consideration for the interim role but sources told BBC Sport that his appointment was unlikely at this stage.
Tottenham’s exit in the FA Cup third round means they have a nine-day break before the north London derby against rivals Arsenal on February 22.
With no games this weekend, the first team were given leave and asked to return on Monday.
The club recognizes that mid-season options are limited and that there will likely be greater availability of potential managers at the end of the season.
