President Donald Trump said he has already done everything he returned to office to do.

“I kept all my promises, and so much more,” he told an audience in Detroit in January. Trump dropped out of the list:
- No tax on tips.
- No tax on Social Security.
- Customs tariffs on foreign cars.
- Eliminate environmental regulations.

Trump has accomplished a fair share of his domestic agenda in his first year — imposing hard-line immigration policies, withdrawing from international organizations, and signing the Republican-backed tax and spending bill, the “Big Beautiful Bill.”
Many promises remain unfulfilled.
PolitiFact tracks 75 of Trump’s campaign promises during his second term on our MAGA scale.
Nearly a third of the promises have faltered due to inaction in Congress, roadblocks erected by the courts (including the US Supreme Court on Trump’s tariff powers), or a lack of White House initiative. Trump has conceded in some ways, even regarding some examples on his list in Detroit.
Trump’s agenda includes the largest domestic deportation in history, lowering grocery prices, closing the Department of Education, and temporarily capping credit card interest rates. The list includes some esoteric promises, such as encouraging research into flying cars.
We periodically evaluate Trump’s progress, just as we did with Barack Obama, Trump during his first term, and Joe Biden.
PolitiFact uses five ratings to evaluate progress: Stopped, In Progress, Promise Delivered, Promise Broken, and Settled. We base our evaluations on measurable results, not on intentions or efforts. We do not make a value judgment about His promises; Whether readers want Trump to stick to his word or break it is up to them.
Here’s a look at the state of his promises ahead of the State of the Union address.
Promises were kept
Trump has fulfilled about 19% of his promises, including on his first day, when he pardoned those accused in the attack on the US Capitol on January 6, 2021.
In July 2025, he signed an extension of his 2017 tax cuts into law, fulfilling his promise to taxpayers of all income levels.
One of his most popular promises was to save TikTok. In January, the app announced a new project involving US investors.

Three promises, all related to taxes, were classified as compromise.
Take, for example, his promise to end taxes on Social Security for beneficiaries: His 2025 tax law created a large tax break for people over 65, but it does not cover all Social Security beneficiaries and did not completely eliminate the tax. The break lasts until 2028.
In business
About 45% of them are classified as in progress.
House Republicans have proposed legislation mandating reciprocity, but it faces several steps before it becomes law. More than half of U.S. states have some version of a concealed carry reciprocity agreement, which are agreements with other states about the validity of concealed carry permits or licenses. Many states do not recognize out-of-state concealed carry permits.
Trump’s efforts to roll back diversity, equity and inclusion initiatives have extended to universities and cut tens of billions of dollars in local transportation infrastructure funding. Some of his executive orders restricting the government’s use of DEI have been overturned, modified, or blocked in court. It remains unclear whether his actions will have a lasting chilling impact on museums, historic sites and federal agencies.

Trump has broken a promise he made dozens of times during his election campaign: to stop the Ukraine-Russia war within 24 hours. Trump met with Russian President Vladimir Putin and Ukrainian President Volodymyr Zelensky, but has not yet reached a peace agreement. As the fourth anniversary of the Russian attack approached, delegations from both sides met in Geneva for US-brokered talks in mid-February, but did not reach a solution.
Stopped
The rate stopped at about 31%, including Trump’s promise to require proof of citizenship to vote. Republicans in the House of Representatives passed the Save America Act, which would change federal requirements for voter registration, but it faces obstacles in the Senate.
Trump promised to lower prices for everyday goods. Prices of some items fell, including gasoline and some types of groceries. But the prices of many things or services, such as groceries, electricity, housing and medical care, are higher than they were when he took office.
