This was arguably Wales’ worst performance of the first three rounds, but they still had enough to avoid a second home defeat in the Six Nations to the Scots.
The visitors, who started with an impressive win in Italy and then put pressure on England, will rue missed opportunities with the wind at their backs.
With first-team coaches Steve Tandy and Gregor Townsend in charge, it was the home side who started the game sharply.
They led 11-0 after 12 minutes thanks to Exeter’s Luke Evans cross from close range and a pair of penalty kicks by Leggatt-Jones.
The second try came in the 16th minute after quick hands released Tom Bowen from the left flank and the winger stayed calm to set up the centre, and fellow Cardiff Cats, for a debut try.
Scotland needed a response but were denied when a snipe attempt by scrum-half Hamish MacArthur, one of Edinburgh’s nine players in the XV, was disallowed due to a neck roll during the build-up.
The final act of a turbulent first half was Leggatt-Jones’ third penalty kick to extend the lead to 19-0.
The Scots were held over the goal line shortly after the restart but then edged past the Glasgow center from a stylish offload by fly-half Jake Dalziel.
Scrum-half MacArthur made it 19-7 but Wales caught the visitors with a rare attacking burst in the 52nd minute.
Impressive captain Deian Gwynn broke free in the 22nd minute from a crafty move from midfield by Leggatt-Jones to find an unmarked Scott with a cross kick which the debutant did well to collect in the wind.
Nerves calmed and Wales achieved victory after the hour mark when hooker Howe, the team’s star in the tournament so far, stormed the ball.
Scotland ended the hunt for a pair of bonus points thanks to tries from Marshall and Rennie but late chances beggars belief and it was a pointless drive.
