The KMI committee meets every week to analyze every decision, from goals to penalties to red cards.
It has five members: three former players and coaches, plus one representative each from the Premier League and Professional Match Officials (PGMO).
The KMI panel was created by Premier League clubs in 2022 to take performance statistics out of the hands of the judging panel.
Most importantly, it is not meant to look at every incident as any fan or manager would. It takes into account the Laws of the Game and, more importantly, how the Premier League expects its matches to be officiated.
For this reason, the list of errors will not be as extensive as proponents expect.
The KMI committee first considers the on-field referee team’s decision, then the VAR decision.
Because VAR operates at a higher threshold – clear and obvious – there are times when the KMI panel will say the referee was wrong but VAR was right not to intervene.
The KMI committee also takes into account second yellow cards that were missed or displayed incorrectly.
