Maine Gov. Janet Mills will deliver her final State of the State address before a joint session of the state Legislature in Augusta on Tuesday.

Mills, who made history as Maine’s first female governor in 2019, is expected to outline the progress her administration has made and the ongoing challenges that still face the state.

The letter comes about a week after U.S. Immigration and Customs Enforcement launched an operation in Maine as the Trump administration intensifies its aggressive approach to immigration. Mills criticized ICE for not providing warrants and arrest statements.

“As governor, I ask that the President of the United States meet with me so that I can personally demand that his administration withdraw untrained and reckless ICE agents in Maine and across the country who incite fear in communities, lawfully detain people, including law enforcement officials, and who pose a serious threat to public safety,” she said in a statement Saturday after Alex Peretti was killed by federal officers in Minneapolis.

Before Tuesday’s speech, Mills announced she would include more than $2 million for Planned Parenthood and Planned Parenthood of Maine in her final supplemental budget. The funding offsets cuts approved by the Trump administration and Republicans in Congress last year.

Mills, whose term is limited to two consecutive four-year terms, announced last year that she would run for the US Senate. With the Democratic primary in June, Mills was positioning herself as the best candidate to flip Republican Senator Susan Collins’ seat. Her primary challengers include Graham Blattner, an oyster farmer and veteran, who has received an endorsement from Sen. Bernie Sanders.

If she wins the Senate seat, she has pledged to serve only one six-year term.

The race is one of the few chances Democrats have to win in the upcoming midterm elections.
