Secretary of State Marco Rubio will testify Wednesday at a Senate Foreign Relations Committee hearing on U.S. policy toward Venezuela.

The hearing comes a week after the House rejected a Democratic-backed resolution that would have prevented President Donald Trump from sending US military forces to Venezuela after a tied vote on the legislation fell just short of the majority needed to pass it.

The tied vote, 215-215, was the latest sign of Republican House Speaker Mike Johnson’s weakening grip on the majority, as well as some growing resistance in the GOP-controlled Congress to Trump’s hemispheric assaults. A Senate vote on a similar resolution was also tied up earlier this month until Vice President J.D. Vance broke the impasse.

To scuttle the resolution last Thursday, Republican leaders had to keep the vote open for more than 20 minutes while Republican Rep. Wesley Hunt, who had been out of Washington all week campaigning for a Senate seat in Texas, rushed to Capitol Hill to cast the deciding vote.

At a meeting in Caracas with representatives of oil companies and trade associations, Acting Venezuelan President Delcy Rodriguez said on Monday that the Venezuelan government does not take orders from external forces.

Following the US arrest of former President Nicolas Maduro earlier this month, the Trump administration has intensified pressure on Rodriguez and other allies of the ousted leader to call on US energy companies to invest more in Venezuela’s faltering oil industry.
