WASHINGTON (AP) — A legislative package to end the government shutdown appeared to be on track Monday after a handful of Senate Democrats joined Republicans to break a stalemate in what has become a deep disruption of federal programs and services, the longest in history.

What was in and out of the bipartisan agreement drew sharp criticism and left only a few senators completely satisfied. The legislation provides funding to reopen the government, including food assistance for SNAP and other programs, while also ensuring back wages are paid to federal workers left in doubt by the Trump administration.

But there remains a notable lack of any clear solution to the end of the health care subsidies that Democrats fought for as millions of Americans stare at rising insurance premiums. This debate was postponed to a vote next month, weeks before the subsidy expires.
President Donald Trump referenced the deal as he arrived at the White House after watching the Washington Commanders’ game Sunday night against the Detroit Lions, the 40th day of the funding cut. He added: “It seems that we are approaching the end of the lockdown.”
The Senate could conclude its approval on Monday. The bill overcame a procedural hurdle by a vote of 60 to 40 late Sunday, with eight Democrats joining most Republicans. In a rare dissent, Senate Democratic Leader Chuck Schumer of New York voted against the resolution because it failed to fully address health care funds.
It is then scheduled to move to the House of Representatives, where lawmakers have been away since September but have been told to prepare to return to Washington this week. It then goes to Trump’s office for his signature.
Here’s a look at the deal as it passes through Congress:
Funding to reopen the government, for now
This includes funding needed to keep much of the federal government running for the next two months, through January 30, with a temporary measure. It largely finances government operations at their current rates.
However, in a break from what is considered a more normal appropriations process, the package also includes several bills to fully fund other government operations including agricultural programs and military construction along with Veterans Affairs for the entire fiscal year, through September 2026.
Additionally, the package ensures that states are reimbursed for the money they spent to keep the Supplemental Nutrition Assistance Program, known as SNAP, and the Women, Infants and Children Program, or WIC, running during the shutdown.
Republican Sen. Susan Collins of Maine, chairwoman of the Appropriations Committee, said she was “relieved.”
“This lockdown has gone on for too long,” she said. “I also think it’s very important that we attach a three-year appropriations bill. Veterans Day is coming up very soon, and it would be great to have a full-year VA bill signed into law.”
Health care financing is still up for debate
Democrats failed to secure their main demand during the shutdown, which was an extension of health care subsidies that many of the 24 million people who buy insurance through the Affordable Care Act rely on to help defray costs.

Instead, the package included a vote on the issue in December, which was not enough for most Democrats, who rejected the deal and voted against it.
“The American people want us to stand up and fight for health care,” said Sen. Elizabeth Warren, Democrat of Massachusetts.
Federal workers get a reprieve
The package seeks to undo some of the shutdown-related hits the Trump administration has dealt to the federal workforce. Employees have faced repeated threats of dismissal and mass layoffs this year.

The temporary measure restores federal workers who received reductions in force, or layoffs, notice and protection from such future actions.
It would also provide back wages to federal workers who were furloughed or working without pay during the shutdown — something traditionally provided but which the Trump administration threatened was not guaranteed.
Get the bill to the president’s desk
Political and procedural hurdles remain as Congress, controlled by Republicans, continues to vote and the shutdown enters its 41st day on Monday.
Senators hope to bypass a series of steps that could delay the vote throughout the week if dissenters put up a long fight.
One Republican, Sen. Rand Paul of Kentucky, voted against introducing the package on Sunday and reportedly has concerns about the provision for the cannabis industry. Three senators from the conservative Republican Party halted the vote for more than two hours as they demanded that their ideas be studied. It is unclear whether any of them intend to organize further protests.
Democrats, who have fought for the past month in hopes of preserving health care subsidies, could also delay passage of a final resolution, and their next steps are uncertain.
The package faces new scrutiny once it reaches the House, where Speaker Mike Johnson of Louisiana has a slim GOP majority, and nearly all Republicans will likely need to support the bill over the objections of Democrats holding out on health care money.
House Democratic Leader Hakeem Jeffries of New York said the party would fight the bill, forcing House Republicans to pass it largely on their own.
“We will not support spending legislation advanced by Senate Republicans that fails to extend the Affordable Care Act tax credits,” Jeffries said. “Donald Trump and the Republican Party own up to the toxic mess they have created.”
