WASHINGTON (AP) — Former President Joe Biden will attend a memorial service for former Vice President Dick Cheney on Thursday at Washington National Cathedral, which will include remarks by another former president, George W. Bush.

A Biden spokeswoman confirmed his plans to attend. The Democratic president said in a statement after Cheney’s death that the former vice president “was guided by a strong set of conservative values” and that he “believed, as I do, that family is the beginning, middle and end.”

Current US President Donald Trump and his administration have spoken little about Cheney after his death on November 3 after complications from pneumonia and cardiovascular disease. It is not known whether Trump, who has had frosty relations with the Cheney family, will attend the invitation-only funeral.

Trump never issued a statement on Cheney’s death nor did he issue a presidential announcement that often accompanies the deaths of high-profile figures. The White House lowered its flags to half-mast after his death, which press secretary Carolyn Leavitt said it did “in accordance with statutory law.”

That was also the rationale the White House conveyed to congressional leaders earlier this month, when the Capitol was told it must adhere to the law governing when the flag must be lowered, including in cases of deaths of key government figures, according to three people familiar with the conversations.

Federal law states that when a former vice president dies, the American flag will be flown at half-mast from the day of death until the day of burial.

The implication was that congressional leaders should not wait for a formal announcement because it would not come. The people spoke on the condition of anonymity to describe private conversations.

The White House did not respond Wednesday to a request for comment on why an announcement had not been made about Cheney or whether Trump had received an invitation to the funeral. During his re-election campaign last year, Trump regularly criticized Cheney and his daughter, former Rep. Liz Cheney, who became one of Trump’s harshest critics in the Republican Party after he tried to stay in office after losing the 2020 election. The former vice president, a longtime GOP supporter, said he would vote for Trump’s rival, Democrat Kamala Harris, saying last year that Trump “cannot be trusted in power again.”

In addition to serving as Vice President Bush, Cheney was also Secretary of Defense under President George H. W. Bush and Chief of Staff to President Gerald Ford. He also served as Wyoming’s sole representative in the House of Representatives, a seat his daughter, Liz, would fill decades later.

Among others paying tribute at Thursday’s funeral was longtime Cheney cardiologist Jonathan Rayner. former NBC News correspondent Pete Williams, who was Cheney’s spokesman at the Pentagon; Liz Cheney; and grandchildren of the former Vice President.
